Hit and run resulting in death in Milwaukee; Video shows truck and police attacking woman

The Milwaukee man accused of killing a woman in a hit-and-run accident north of the city in July made his first court appearance Thursday.

FOX6 News obtained video showing the initial impact and the police troop running over them seconds later.

“The video shows the vehicle slowing down and then driving off,” said Karine O’Byrne, assistant district attorney for Milwaukee County.

Less than a minute after David Hall struck 57-year-old Carla Tyson at the corner of 14th and North, according to prosecutors, an MPD squad also pulled over the woman, who was lying motionless in the street. Tyson died at the scene.

Hall spoke only once during his appearance Thursday when asked if he understood the penalties: “Yes, ma’am.”

At the time of the hit-and-run, Hall was free on $5,000 bail in a drug case, according to prosecutors. His bail in the hit-and-run case is $50,000.

The officials involved were assigned administrative duties during the investigation, which is standard procedure.

Crash details

Cameras from a nearby YMCA captured the hit-and-run. According to a criminal complaint, a pickup truck traveling east on North Avenue struck Tyson at the intersection with 14th Street. Tyson fell to the ground and the truck braked briefly before driving away. The impact knocked out the passenger-side headlight.

About 30 seconds after the hit-and-run crash, surveillance showed an MPD unit driving through the same location, according to the complaint. The unit responded to another call and pulled over the victim, who was lying motionless in the roadway. The unit then stopped.

At the scene, police found dozens of plastic pieces that the pickup truck had apparently left behind. According to the report, one piece had a serial number that was believed to be from the truck’s headlight, and another piece had a serial number that was believed to be from the grille. Using these numbers, officers identified a 2014-2015 Dodge Ram pickup as the suspect vehicle.

Additional surveillance video from various locations showed the pickup truck driving elsewhere after the collision with Tyson. The complaint states that one of those videos shows that the pickup was dark red. It also identified a license plate from a dark red 2016 Dodge Ram pickup truck with Hall listed as the owner on that vehicle.
