Harris ACLU questionnaire shows she supported gender reassignment surgeries for detained migrants and defunded ICE

A resurfaced American Civil Liberties Union questionnaire from when Kamala Harris was running for president in 2019 has revealed that she supports gender reassignment surgery for detained migrants and wants to drastically cut funding for U.S. Immigration and Customs Enforcement (ICE).

In the document, first reported by CNN, then-Senator Harris is also asked for her opinion on issues such as the U.S. prison system, DC statehood, abortion access and drug decriminalization.

“The vice president’s positions have been shaped by three years of effective governance as part of the Biden-Harris administration,” a Harris campaign adviser told Fox News this week when asked for her answers.

Harris wrote in the document: “Our system of immigrant detention is out of control and I believe we must end the unjustified detention of thousands of individuals, families and children.”

“I was one of the first senators after President Trump’s election to advocate for cutting funding for ICE. I led the effort to push the Senate Budget Committee to cut detention costs. As president, I will fight to pass my Detention Oversight Not Expansion (DONE) Act, which would increase oversight of Immigration and Customs Enforcement detention facilities, reduce the number of detainees by at least 50%, and stop funding the construction or expansion of new facilities,” she said.

When asked by the ACLU whether she would “use her executive power as president to ensure that transgender and nonbinary people who rely on federal health care – including those in prisons and immigration detention – have access to comprehensive gender transition care, including any necessary surgical procedures?” Harris answered “yes.”

“It is important that transgender people who rely on state care receive the treatment they need, including access to gender transition-related care. That is why, as Attorney General, I have pushed the California Department of Corrections and Rehabilitation to offer gender transition surgery to state prisoners,” Harris wrote.

“I support measures to ensure that federal prisoners and detainees can receive medically necessary care for gender reassignment, including surgical care, while in custody or incarceration. Gender reassignment treatment is a medical necessity, and I will direct all federal agencies responsible for providing necessary medical care to provide gender reassignment treatment,” she added.

Harris also told the ACLU in 2019 that she would work to end the use of ICE arrest warrants.

“As Attorney General, I issued a bulletin on December 4, 2012, informing all California law enforcement agencies that they do not have to comply with ICE warrants. As President, I will focus my law enforcement actions on improving public safety, not on tearing apart immigrant families,” she said.

When the ACLU asked Harris, “Because drug use is better addressed as a public health problem (through treatment and other programs), will you support federal decriminalization of possession of all drugs for personal use?” she also answered “yes.”

“Throughout my career, I have supported treating drug addiction as a public health problem with an emphasis on rehabilitation rather than incarceration for drug offenses,” Harris said in her response.
